There was a proposed feature which got abandoned .

There was a suggestion in this list on landuse= commercial which like
the person in this mail also doesnt agree with me .

What you are looking for sounds to me more like the "owner" or
"operator" of the land rather than the use to which it is put. The
government land might be forest, residential, office space, military
compound, training ground, sports ground, .....
